Border Insurance

Kosovo is not a member of the Green Card system for the time being since Article 4.2 of the Council of Bureaux Constitution provides for that a Bureau seeking such membership has to be the Bureau of a State which is internationally recognized and admitted as a member of the United Nations.

Motorists of Kosovar vehicles wishing to cross the borders and motorists of foreign vehicles wishing to enter Kosovo are be requested to conclude frontier insurance

The Border Motor Liability Insurance Department (BMLID) is a part of the organizational structure of the Kosovo Insurance Bureau (KIB). This department deals with the sale of the border motor liability insurance (TPL). These insurance certificates are issued for all vehicles with foreign registration plates for the period of entry and stay in Kosovo.

Border motor liability insurance fees are unique and applied according to the type of vehicle. As of 26 December 2011, KIB started applying special tariffs for border insurances with the Republic of Serbia. Likewise, as of 01 July 2012, KIB applies special tariffs for border insurances with the Republic of Montenegro.

The Border Motor Liability Insurance Department has points of sale at all Kosovo border entry points where this type of insurance can be obtained. Moreover, such an insurance policy can be obtained also at KIB headquarters located in Prishtina.

Insurance for border policy

1. What is Motor third party liability border security?

The Border motor liability insurance is a type of insurance required by law for all motor vehicles with foreign plates that enter the territory of the Republic of Kosovo. The reason why the purchase of such an insurance is requires is that Kosovo is not a member of the Green Card Council of Bureaux, and as such, no green card of any country in the world is valid in the Republic of Kosovo, except those of the Republic of Albania and of Macedonia, which are states that Kosovo has signed a memorandum of understanding for mutual recognition of insurances.

2. What does the Border Insurance cover?

Border insurance covers all damages to third parties that are caused by owners of motor vehicles with foreign registration plates who hold a valid Border Insurance certificate. This insurance does not cover damages incurred to the vehicle that caused the damage, damages caused by unknown persons (N /N or hit and run), damages caused by natural disasters, as well as damages caused by the holder of such insurance to themselves by rollover, animals on the road, etc.

3. In the event of a traffic accident, who should the holder of valid border insurance notify?

In the event of an accident, in which the holder of border insurance did not cause the accident (not at fault), then the holder of such border insurance must first notify the Traffic Police and then should address his/her claim for damage compensation at the insurance company that provided the insurance, which can be either one of the insurance companies licensed to operate in the insurance market in the Republic of Kosovo.

4. Who will provide the compensation for damages caused to the border insurance holder by persons that are not insured?

If the person causing the damage has no valid insurance against damages caused to third parties, such damages are covered by the Compensation Fund, as required by the legal provisions in effect. In such cases, the injured party, i.e. the holder of valid border insurance, must come to the Kosovo Insurance Bureau, to take pictures of the damaged vehicle, as well as to fill out the claim form for compensation of damages.

5. Who will provide the compensation for damages caused to the border insurance holder by persons who also hold valid border insurance?

In such cases as well, the damages are covered by the Compensation Fund as required by the legal provisions in effect. The injured party, i.e. the holder of valid border insurance, must come to the Kosovo Insurance Bureau, to take pictures of the damaged vehicle, as well as to fill out the claim form for compensation of damages.

6. What compensation value will a third party injured in a traffic accident receive, when the person causing the accident holds a valid border insurance?

The insurance value for damages is determined by the legal provisions applicable in the Republic of Kosovo. In accordance with such provisions, any insurance company or the Kosovo Insurance Bureau shall compensate a third party if the damage caused to them is the responsibility/liability of one of the above mentioned entities.
